Abuse of students by school employees (Chapter 102 Level 1 Investigator)

To deal with general allegations that a school employee may have abused a child in the course of that individual’s employment, the Iowa Legislature in 1989 required all schools in the state to adopt a uniform procedure for investigating such allegations. A policy and procedures for handling child abuse reports is required by Iowa Code 280.17 to be adopted by school boards of both public and private schools.

Based on Iowa Administrative Code 281-102 adopted by the State Board of Education, the Iowa Department of Education has developed the Chapter 102 Level I Investigator Manual. Updated in 2018, the manual covers identifying and reporting of suspected child abuse to Iowa Department of Human Services and procedures for investigating allegations of abuse of students by school employees, including sample policies.
