Executive Order 10 (EO10) signed by Governor Reynolds on Jan. 10, 2023, requires all state agencies to identify which administrative rule chapters will be retained or rescinded. The Department's deadline for completing its work under EO10 is Dec. 31, 2023.

EO10's process for reviewing existing rule chapters and determining which rules will be repealed or retained includes public engagement with the opportunity for meaningful input throughout the process. Opportunities for public input and information for public review during the Iowa Department of Education's (Department) implementation of EO10 will be posted to this webpage as it becomes available.

Red Tape Review

The Department has completed its analysis of the following rules chapters.  Each document explains the Department’s analysis, including rules and restrictive terms that are eliminated and  contains a proposed new rule chapter. The Department may make additional changes to each proposed rule chapter as part of the Regulatory Analysis required by Executive Order 10, or as part of the rulemaking process.

Regulatory Analysis - Public Hearings

After the Department completes its Red Tape Review of each of its rules chapters, it is required to prepare a regulatory analysis for each rule chapter and seek public comment.

Sept. 12, 2023

A public hearing on the Department's regulatory analysis of Chapters 25, 27, 35, 49, 61, 79, 79, 80, and 83 on September 12, 2023 from 9-10 a.m. in the State Board Room, Second Floor, Grimes State Office Building, Des Moines, IA 50319. Individuals are welcome to give public comment on any or all of those rules chapters.

The regulatory analysis for each of those chapters were published in the Aug. 23, 2023 Iowa Administrative Bulletin.

Aug. 29, 2023

A public hearing on the Department's regulatory analysis of Chapters 7, 33, 58, 59, 60, 65, 82 and 99 on Aug. 29, 2023 from 9-10 a.m. in the State Board Room, Second Floor, Grimes State Office Building, Des Moines, IA 50319. Individuals are welcome to give public comment on any or all of those rules chapters.

The regulatory analysis for each of those chapters were published in the Aug. 9, 2023 Iowa Administrative Bulletin.

Aug. 1, 2023

A public hearing on the Department's regulatory analysis of Chapters 1, 2, 3, 4, 6, 16, 18, 19, 51, 52, 68, 84 and 95 on Aug. 1, 2023 from 9-10 a.m. in the ICN Room, Second Floor, Grimes State Office Building, Des Moines, IA 50319. Individuals are welcome to give public comment on any or all of those rules chapters.

The regulatory analysis for each of those chapters were published in the July 12, 2023 Iowa Administrative Bulletin.
