Proposed Administrative Rules must follow a strict timeline - including public hearings, approval by the State Board of Education, and approval by the Administrative Rules Review Committee - before they become effective.
March 26, 2020, the State Board noticed the following rules:

Chapter 34 – Funding for Children Residing in State Institutions or Mental Health Institutions (Notice) (Chapter 34 Rules)
Chapter 83 - Teacher and Administrator Quality Programs (Notice) (Chapter 83 Rules)
The notice period for Chapter 103 rules ended January 7, 2020 - these will likely go to the state Board for adoption at the March State Board meeting. Here is the noticed rule again:
