Implementing Iowa Administrative Code Chapter 49
House File 2392 implements the recommendations of the Secondary Career and Technical Education (CTE) Task Force, which calls for a modernization of secondary CTE to ensure consistent, equitable access to high-quality CTE and concurrent enrollment opportunities for all Iowa students. Division I of HF 2392 focuses on career and academic planning and proposes a redesign of the existing planning process established under Iowa Code chapter 279, section 61.
Administrative rules for Division I of HF 2392 were developed by the Iowa Department of Education during the Spring of 2016. The administrative rules were brought before and approved by the Iowa State Board of Education on June 9, 2016. The administrative rules are effective immediately.

Career Information Systems Meeting State Board Standards
Per Iowa Code chapter 279.61, as revised by House File 2392, all districts must use a CIS that meets state standards. The standards adopted by the State Board of Education are outlined in 281 – Iowa Administrative Code chapter 49.6(3). Accordingly, to be in compliance, a district may choose from any of the CISs listed below.

The Department has adopted an annual review cycle for career information applications submitted after February 1, 2019. Applications received after February 1 will be reviewed in the current year for use in the next academic year (July 1 through June 30).
Vendors will forward updated contact information to the Department and to school districts using that vendor's career information platform as soon as updates are available. Vendor acquisition of platforms from other companies are required to update the Department immediately after the transaction. The Department reserves the right to remove the platform from the list of available systems if the new platform does not comply with state standards.
Vendors with outdated information, dead URLs, outdated street addresses, technical support, specific staff changes, phone numbers, and emails will be contacted twice to acquire the new information. If the vendor chooses not to respond or update within 30 days of the second notice, the platform will be removed as an available option for Iowa School districts.
Pursuant to Iowa Code 281—49.3(279), school districts are required to use a primary career information system (CIS) that meets state standards. The three-year period of performance for current platforms expires June 30, 2019. The career standards team convened in March to review vendor applications submitted for consideration for academic years 2020 and beyond. Career information systems that met state standards are listed below.
In addition to the primary CIS, beginning in 2020, school districts will have the option of completing specific Individual Career and Academic Planning (ICAP) components using a supplemental CIS. Districts using a supplemental platform for activities completed outside of the primary CIS must report aggregate totals when completing the Comprehensive Accountability Support Application, due on or before September 15, annually.
CISs that meet reporting standards by March 1, 2020, will be available for district use through June 30, 2022. CISs that do not meet reporting standards by March 1, 2020, will no longer be an option for district use. School districts will report 2019 outcomes prior to changing to another platform. Please note that Kuder Navigator® will continue as the state-designated career information system with a one-year extension that will expire June 30, 2020. The selection process to determine the state-designated career information and decision making system for the period from July 1, 2020, to June 30, 2022, will begin September 16, 2019. Information will posted and emailed to vendors when available.
All CISs must be able to report findings to school districts based on the ICAP Reporting Table. School Districts will report into the IDOE based on this table. ICAP Reporting Table

Questions Regarding Vendor Application for System Approval
Q1: Regarding the intent of the demonstration codes, will they be used for the purpose of reviewing this vendor application only?
A1: The purpose of the demonstration code is for the review team to view and manipulate the functionality and features of the Career Information System that is described in the application. Access to the demonstration site will not be shared outside the review team.
Q2: Given the limited space available for answers in the Excel spreadsheet, can we attach a document that includes answers to questions that do not fit in a cell?
A2: If you are not able to properly answer the question in the space provided on the application, you may submit well-organized and clearly labeled supplemental materials with your response (i.e., the title of the document should clearly indicate which question is being addressed by the content of the document).
Q3: Can we provide a full demonstration specific to your needs instead of a demonstration site with a login and password?
A3: The purpose of the demonstration code is for the review team to view and manipulate the functionality and features of the Career Information System that is described in the application. Due to time constraints, we will not be accepting vendor demonstrations for the purpose of the application approval process.
