May a school board designate space within an attendance center for smoking?

No.

A local board may only designate "smoking areas" on its grounds or in buildings where education services are not provided to children. Smoking shall not be allowed in any part of an attendance center. By board policy, a smoking area could be designated at an outdoor athletic field or at indoor facilities such as maintenance sheds or similar buildings where children are not present.
