Is the district limited to those purposes included in its revenue purpose statement?
Yes.
The district must expend its SAVE funds (including remaining LOSST and supplemental amounts) on those purposes listed in its revenue purpose statement. However, these required uses shall not prevent the district from using its SAVE funds first to pay principal and interest when due on revenue bonds issued pursuant to chapter 423E/423F.
