Can a school board by resolution, without a vote of the patrons of the district, modify the revenue purpose statement?
If the board resolution is to use the proceeds solely for property tax relief by reducing indebtedness from the levies specified under section 298.2 (VPPEL) or 298.18 (General Obligation bonded indebtedness), the board may approve the revenue purpose statement for that purpose without submitting the revenue purpose statement to a vote of the electors. For any other purposes, the revenue purpose statement must be submitted to the electors.
