What is the individual student option? How does it differ from the persistently dangerous school rules?

Under the "persistently dangerous school" rules, any student enrolled in a school that is defined as "persistently dangerous" may transfer to another attendance center within the district to the extent that there is room for the transfer. Under the individual student option, a student in a school that is not designated as "persistently dangerous" may still transfer out if that student becomes a victim of a crime of violence and if there is another attendance center in the district with room for the student.
