Why were these rules adopted by the State Board of Education? (expulsion/suspension information and dangerous schools)
Section 9532 of the federal No Child Left Behind Act requires that each State receiving funding under the Act (this includes Iowa) establishes a statewide policy that does the following:
- Defines a "persistently dangerous public elementary or secondary school" and allows any student enrolled in such school to transfer to another school within the district; and
- Defines "victim of a violent criminal offense" and allows a student who becomes a victim of a violent criminal offense while at school to transfer to another school within the district.
