May a school district charge home schooled and private schooled students more tuition than enrolled students?

No.

Iowa Code section 321.178 directs "Every public school district in Iowa..." to "offer or make available to all students residing in the school district or Iowa students attending a nonpublic school (located) in the district. an approved course in driver's education. The receiving district shall be the school district responsible for making driver education available to a student participating in open enrollment under section 282.18."

A school district must offer the same financial terms to home school students as to its regularly enrolled students. Finally, a district cannot require dual enrollment for purposes of driver's education taken in the summer.
