May a school district offer the 30 hours of classroom instruction first, and later begin the behind-the-wheel instruction part of the program?
No. Each student shall be scheduled to receive classroom and laboratory instruction for each week of the course as per 281--IAC 26.2(2). Behind-the-wheel instruction shall include two or more students with one student driving and the other observing. Driving time shall be limited to 30 minutes per student per session and a maximum of 60 minutes driving time per student in one day. Iowa Code 281--IAC 26.2(2)(c.d.e)
