Must a district provide driver's education to a resident student who is open-enrolled to a neighboring district, but who wants the district of residence to provide driver's education?

Yes, but only if the student wants to take driver's education from the district of residence during the summer. The district could charge fees on the same basis that it charges any other student fees. The student could also take driver's education in his/her enrolled district. If the student desires to take driver's education during the school year, the student must do so from the district of enrollment only as per Iowa Code 321.178.
