Could whole grade sharing partners negotiate market factor money?
Yes. Iowa Code 282.10(4) requires whole grade sharing districts to negotiate the disposition of teacher quality funding provided under chapter 284. Although this would normally mean new moneys provided under chapter 284, the market factor money was provided under that chapter. Even though the funding has expired, balances may still be remaining because the funding is categorical. The districts could negotiate these balances as long as the funding will be used for the purposes for which Iowa Code provided it.
