Is Microsoft Office considered educational software that by Iowa Code must be purchased only from the General Fund?

If the district has determined that the students need the software to participate in class or to do homework for a class, then it is educational software and consequently not covered by PPEL. (If the district would allow the nonpublic school to use its nonpublic textbook money to purchase the software, then it is educational software. It is the same definition for purposes of Iowa Code.)
