Description:
This chapter provides standards and procedures for the approval of training programs for individuals who seek authorization issued by the Board of Educational Examiners for employment as school business officials responsible for the financial operations of a school district.

Chapter 12, General Accreditation Standards

Description:
This chapter sets accreditation for all Iowa school districts and accredited nonpublic schools.  Item 1 conforms to 2012 Iowa Acts, Senate File 2284, section 1, by adding that school districts and accredited nonpublic schools ahve authority to award high school credit to a student who demonstrates mastery of course content regardless of time spent by the student in the course (the traditional concept "seat time").

Chapter 15, Use of Telecommunications for Instruction by Schools

Description:
This chapter originally solely governed telecommunications in compliance with Iowa Code section 256.7 subsections 7 through 9.  The original rules are preserved in Division I herin.  Pursuant to 2012 Iowa Acts, Sentate File 2284, sections 13 through 17, Divisions II and III are added to these rules.  Division II provides guidance and direction for the use of online learning as an instructional tool for students enrolled in kindergarten through grade 12.  Division III provides guidance for students and school districts regarding enrollment of students in one or more courses offered by Iowa Learning Online.

Chapter 22, Senior Year Plus Program

Description:
2012 Iowa Acts, Senate File 2284, section 38, exempts a high school student enrolled in a concurrent enrollment career and technical course pursuant to Iowa Code section 261E.8 from the proficiency requirements of section 261E.1(1)“e.” The proposed amendment in Item 1 conforms to that legislative change. Item 2 implements 2012 Iowa Acts, Senate File 2284, section 4, and clarifies that access to Advanced Placement courses is not dependent on a student meeting proficiency requirements.

Chapter 79, Standards for Practitioner and Administrator Preparation Programs

Description:
2012 Iowa Acts, Senate File 2284, section 39, amended Iowa Code section 256.16 regarding pretesting of candidates for admission to teacher preparation programs. Whereas presently teacher preparation programs are required to administer a “basic skills test” to admission candidates, the new legislation requires that the test be “a preprofessional skills test offered by a nationally recognized testing service.” The new legislation also imposes a new requirement that, prior to completion of the program, each student in a teacher preparation program achieve scores above the 25th percentile nationally on an assessment that measures pedagogy and knowledge of at least one subject area. The proposed amendments implement this legislation.

Chapter 83, Teacher and Administrator Quality Programs

Description:
The rules in this chapter implement teacher and school administrator quality programs. These proposed amendments conform to sections 6 and 7 of 2012 Iowa Acts, Senate File 2284, which changed the frequency of the reviews of the performance of teachers and school administrators.

Chapter 84, Financial Incentives for National Board Certification

Description:
Recent legislation reinstated the financial incentives provided to Iowa teachers who become certified by the national board for professional teaching standards that had been phased out by previous legislation in 2007.  Any Iowa teacher who registered for such certification after December 31, 2007, now qualifies for the reimbursement award under rule 84.3 and annual award under rule 84.4.  An agency-wide waiver provision is provided in 281—chapter 4.

Chapter 43, Pupil transportation

Description:
Recent legislation requires that local school districts examine the driving record of all current drivers pursuing recertification or applicants on the Iowa court information system available to the general public. In addition, any driver or applicant that is listed on either the state sexual abuse, dependent adult abuse or child abuse registries is prohibited from being hired by any Iowa school district as a bus driver. These rules comply with that new legislation.

Chapter 98, Financial Management of Categorical Funding

Description:
This chapter provides standards and procedures for proper management of public monies for educational categorical funds. Changes in House File 451 required changes in the usage of dropout prevention funding. In addition, changes in House File 2465 changed the requirements concerning how dollars connected to the statewide voluntary four-year-old preschool program would be distributed from the state to community-based providers through the local district. Additionally, those providers will be reimbursed for up to 5 percent of those dollars for documented program administration costs.

Chapter 21, Community Colleges

Description:
The proposed amendments modify award requirements by phasing out associate of Science - Career Option programs over a three year period and implementing an Associate of Professional Studies pilot.  These rules were developed through more than two years of discussion with college academic leaders.

Chapter 32, Iowa High School Equivalency Diploma

Description:
This chapter provides standards and procedures for proper management and administration of a high school equivalency test. Changes in the single source provider required changes in the administration of testing procefures. The amendments proposed are designed to bring alignment to the Iowa code 25 9A.

Chapter 43, Pupil Transportation

Description:
This is an update to current rules which provide for a bus inspection fee of $28 per inspection.  This would increase it to $40 per inspection effective July 1, 2013.  This additional fee would pay for an additional inspector.

Description:
This amended federal regulation requires one-time consent and written notification for schools to access Medicaid or other public insurance benefits and annual notification thereafter.  The proposed amendments to chapter 41 make changes required to conform to this federal rulemaking.

Chapter 82, Standards for School Administration Manager Programs

Description:
This Notice proposes to establish rules which provide guidelines and standards for School Administration Manager Programs in the state of Iowa.  This amendment would provide details for establishment of programs and the authorization of individuals who have received such training.  In addition, it provides clarity to the reauthorization of programs and re-licensure of individuals performing such duties.
